CMMB South Sudan is seeking qualified and suitable candidates for the following position:
Position: Risk Management and Safety Officer
Duty Station: Yambio
Reports to: South Sudan Country Director
Qualification: • First Degree preferred
• Minimum of 2 years of humanitarian aid experience.
• Demonstrated experience in security analysis including experience in developing security related technical tools guidelines and systems. Knowledge of security measures appropriate to the NGO community in a local setting.
Job Summary
Working under the supervision of the South Sudan Country Director (and/or designate) s/he will ensure that all staff are well oriented to and understand CMMB policies and procedures in terms of and Safety/Security, as well as takes a lead role in assessing staff compliance and implementation of said procedures to effectively gauge performance and capacity support needs. The incumbent will ensure that CMMB staff in South Sudan can accomplish project goals in a safe and secure manner. The individual will work closely with the senior management team to ensure adherence to the security standards which will be monitored and reviewed regularly, and updated as necessary given the changing security context. He/She will provide ongoing advice and guidance in relation to such things as establishing curfews where needed, money management policies and practice, dealing with checkpoints, physical security upgrades, and staff preparedness for handling emergencies. The incumbent will set the standards for security and ensure that all staff understand individual and collective responsibilities for security and safety; ensure that security planning becomes an integral part of day-to-day operations.
The incumbent will work with Program Director to ensure budgeting in projects takes place to allow procurement of any items needed to upgrade physical security measures in accordance with the local risk level. This includes but is not limited to guards, fencing, locks, security lighting, compound lighting, communications, alarm systems, first aid and firefighting equipment.
Duties and Responsibilities
Safety and Risk Management
• Ensure that updates to the CMMB South Sudan site Risk Register and Treatment Plan and Country Office Safety and Security plan are completed annually or as needed. Inclusive of risk and evacuation plans, ensuring that they include a detailed threat assessment, standard operating procedures (personnel movement & transport, telecommunications, incident reports, etc.), physical security, contingency plans, medical plans, evacuation plans, and detail measures to be taken in the event of critical incident.
• Ensure adequate dissemination and safety training CMMB in-country staff, as well as visiting staff, consultants, partners, etc. as required. This includes providing ongoing training and mentoring for all staff on a regular basis, but particularly security focal points, drivers and heads of offices. (Training may include first aid training, firefighting, and other related training as needed.)
• Coordinate incident preparedness training, including evacuation, first aid and firefighting training, for all staff.
• Conduct regular reviews of safety and security procedures.
• Establish and implement a formal system to ensure that in-country staff, including visiting staff, consultants, and implementing partners, are briefed upon arrival in-country, and updated as necessary, to be fully cognizant of prevailing security threats, and fully advised on means to reduce staff vulnerability to those threats.
• Support field security focal points to review security procedures, ensure up-to-date information is in place and that all security equipment is operational. This includes development and maintenance of security trees, contact information, contingency plans and stores.
• Record and report immediately all significant threats to staff, and all security and safety incidents to Country Director.
• Hold regular briefings with staff and provide an opportunity for staff to voice security/safety related concerns.
• Ensures compound guards are trained as per CMMB security and safety protocols.
Travel Management
• Supervise the overall vehicle management for the project and ensure the application of CMMB policies and procedures,
• Organize vehicle programming, vehicle movements and travels,
• Organize and maintain all local insurance and other documents needed for CMMB vehicles and other equipment as necessary,
• Supervise the timely and proper maintenance of the vehicles, ensuring that daily and weekly checks are made on the vehicles and log sheets are available;
• Ensure approvals are in place before repairs are undertaken
• Ensure that new vehicles are correctly registered, insured, etc., and initiate the process of renewal of documentation as required.
• Keep a record of fleet renewal documentation and process renewals accordingly.
• Maintain the vehicle monitoring tools.
• Manages relationship with UNHAS. Ensure all staff follow procedures for internal use of UNHAS flights.
• Ensures CMMB payments are timely to UNHAS.
Outputs
• Comprehensive security plans for each designated sub-office established and in use.
• Trained staff and an institutionalized practice for maintaining and upgrading security
• Knowledge and practice as necessary.
• Security reporting procedures used as required.
• Security systems and procedures for visitors are in use.
• Compound guards at all sites in Yambio, Mvolo, Ezo and Nzara are aware and follow CMMB safety and security procedures.
Reporting
The incumbent will report to the South Sudan Country Director (and/or designate). The South Sudan Country Security Officer will communicate regularly with the designated security focal points, plus to provide advice and counsel, help solve problems, and facilitate dialogue between all CMMB’s in-country Programs and Projects to ensure that at least the minimum standard set of safety and security policies/guidelines are followed to safeguard all CMMB’s staff and assets.
Skills
• A team player who is able to support all staff and also able to work with vulnerable communities in a sensitive and participatory manner.
• Good written and oral English language communication skills. Able to communicate clearly and sensitively with internal and external stakeholders as a representative of CMMB.
• High level of integrity; trustworthy with a clear commitment to CMMB’s core mission and values.
• Ability to operate effectively under extreme circumstances including stress and high security risks.
• Demonstrates awareness and sensitivity to gender and diversity.
• Demonstrates leadership with good people management skills and supports learning and development amongst colleagues and vulnerable communities. Ability to teach/train on safety and security measures.
• English proficiency required. Juba Arabic a desired.
