Deputy Project FIN - HR Manager

Contract: 6 months fixed term contract renewable

Main Purpose:
Support the Finance and the HR Project Manager In the implementation and follow-up of the Finance/HR activities of the project, while executing the accountancy and administration related tasks for the project, according to MSF protocols, standards and procedures and compliance to local labor and fiscal regulations in order to ensure proper management in the Project (HR budget, accounting, treasury, reporting, legal financial obligations, etc.).

Scope of responsibilities:
In close coordination with the HR Project Manager and Finance Project Manager, supporting on the management of the HR Matrixes and other underlying technical aspect of working tools.
Master the working tools for both HR and Finance to be able to support the new arrivals/recruits
Planning, supervising and ensuring the associated processes (recruitment, training, briefing, induction, evaluation, potential detection, development and communication) of the project staff
Do eventual gap filling when the need arises.
Advising on set-up and updating the project’s organizational chart and job descriptions
Assisting the PC, and/or team leaders and supervisors to draw up annual holiday planning and staff shifts
Follow up with local administration (Labour Office, etc…)
Implementing and supervising transactional procedures and systems to ensure transparent accounting practices and full documentary traceability
Ensuring and controlling the monthly and yearly accountancy closure and all HR, Administrative and Financial reporting of the Project (Homere and accounting software monthly closure, sitreps, etc.)
Providing training / information sessions for supervisors and staff for refresh of FIN/HR policies
Support in conducting accounting audits and implementing recommendations

Recruitment criteria:
Education: MANDATORY Degree in Business Administration with Finance, Accounting or HR Management option.
Experience: MANDATORY 4 years of experience as Finance & HR Assistant, Finance & HR Manager
Experience in MSF or INGO’s in developing countries is a plus
Languages: English and Arabic mandatory
Knowledge: MANDATORY computer literacy (word, excel and internet)
