Job Title Human Resource Officer

Line Management: Country Director

Contract type Fixed term, to 31 March; followed by potential 1 year contract.

BBC Media Action uses media and communications to reduce poverty and promote human rights in developing countries. To achieve this, it partners with civil society, local media and governments to:
• Produce creative programmes based on robust research in multi-media formats which inform and engage audiences around key development issues.
• Strengthen the media sector through building professional capacity and infrastructure.

Overall Purpose of the Job

Accountable for day to day running of Human Resource processes pertaining to staff in Juba and in the field. Working in support of the Country Director, implement BBC Media Action HR Policies in South Sudan. Ensuring compliance with relevant government regulations, and contributing to a positive work environment.

Main Duties

• Review and implement human resource policy for national staff and update in accordance with South Sudan Labour Laws.
• Manage the performance management appraisal system for staff to be conducted every six months, advising staff on how to use it.
• Assist and advise program managers in recruitment processes including advertising, interviews, reference checks, offer letters, job descriptions, and contracts.
• Assist and advise international staff in the application of work permits and visas and information is kept up to date.
• Liaise with South Sudanese Labour Office and be the main point person for BBC Media Action program on this function including other GOSS authorities on issues related to staff hiring and disputes.
• To work closely with the Finance Department to ensure that BBC Media Action programme is cost effective, efficient and complies with the organisational standards of management and accountability.
• Assist all staff to be aware and comply with various government and BBC Media Action regulations and requirements relating to Human Resources.
• Ensure staff taking leave submit approved leave forms and manage leave reports.
• Maintain and update Personnel files.
• Maintain Employee Database and contact records.
• Maintain records of employment contracts and renewal dates.
• Preparation of staff payroll, and payslips and that all salaries and wages are paid on time.
• Verify staff medical and other claims
• As required, train staff and partners on prudent HR and administrative procedures.
• Assist in the coordination of external audits
• Uphold and explain BBC Media Action policies and expectations of performance and behaviour to all staff.
• Any other support required by Country Director in day to day HR issues

  1. Qualifications

• Undergraduate degree from a reputable University in a relevant field, including business management.
• At least 3 years’ experience in similar roles within INGOs or UN agencies
