General characteristics:

The Senior Policy officer is primarily responsible for policy and advice on the political developments and rule of law sector in South Sudan and manages several important projects in these fields for the Embassy

The senior policy officer is accountable to the First Secretary Political Affairs and Rue of Law for policy proposals, recommendations and the progress of projects.

The senior policy officer works independently within the general policy guidelines and areas of political importance to the Netherlands government

The senior policy officer takes decisions about further elaboration of policy guidelines and the content of recommendations

Description of duties:

Monitoring, analyzing and advising on the political and rule of law situation in South Sudan including emerging issues of interest to the Netherlands;

Policy formulation on political, human rights and rule of law issues, requiring independent interpretation and analysis of collected data, participation in meetings and preparation of well analyzed reports;

Advising management on new policies or ways of implementing policies in the sector including making recommendations on possible policy options and action;

Reporting on policy issues regarding political governance and rule of law, including developments relating to civic space;

Oversee and effectively manage several projects in the field of political governance and rule of law, with advise and feedback to management on progress made;

Advise partners on regulations regarding Dutch funded projects, provide guidance and establish effective linkage between partners and the Embassy;

Maintaining collaborative engagement and representing the Embassy in relevant meetings, with feedback to management;

Prepare the annual results report with the development cooperation team

Contribute to the development of internal Embassy policy and strategy documents.

Result areas:

Independent and proactive reporting on political, human rights and rule of law issues in portfolio, including special focus on civic space

Timely, relevant and short reports and briefing notes on political and rule of law developments

Timely, relevant and concise advise to management on policy issues within the portfolio

Representation of Dutch position in relevant meetings and Donor Groups

Well managed projects in line with Ministry regulations, with concise advise to management

Working environment:

The Netherlands Embassy in South Sudan is preparing its Multi Annual Strategic Country Plan for the period 2019 - 2022 focusing on the key areas of humanitarian aid, human rights, security and rule of law, water and food security and gender.

Information about the team:

The Embassy of the Kingdom of the Netherlands in Juba employs 17 persons, half of them are on a local contract and the other half are expatriate staff.

The policy officer is working as part of the political, security, and rule of law cluster, consisting of three persons. Development Cooperation is led by the Head of Development Cooperation. The Ambassador has overall responsibility in all affairs of the Embassy.

Job requirements:

Master’s Degree or equivalent in a relevant field.

Minimum 10 years working experience related to promotion of good governance, democracy, rule of law and human rights.

Good understanding of development issues and international development cooperation.

Knowledge on governance issues in South Sudan and the region, with a focus on rule of law, civic space and political governance; and their South Sudanese policy context

Vast experience in program management including assessment of projects

Excellent command of spoken and written English

Results orientation and ability to work in a team

Flexibility and ability to plan and organize one’s work effectively

Integrity

Ability to work in a multicultural environment

Strong networking skills, with an extensive network in the civil society, justice sector and the Government

Knowledge or interest in the Netherlands

Short description of employee:

The senior policy officer has strong analytical skills combined with a flexible and operational approach to take on the range in tasks of the Political cluster of the embassy. He/she has a strong network that can be used if necessary, is proactive and takes initiative. In the absence of the First Secretary Political Affairs/Rule of Law, the Senior policy officer will take primary responsibility for the tasks of the first secretary in the field of governance, including input for political.

Programme description:

The Embassy program is based on the Multiannual Strategic Country Plan. The Embassy is mainly working with civil society organizations, (I)NGOs and local organizations.
