World Vision is looking for a dynamic person to fill the position of Project Coordinator for its Health Pooled Fund 2 Project (HPF 2) in its Office, based in Twic County, Warrap.

Purpose of the Position:

The County Coordinator would provide leadership in an integrated manner. The implementation of this project will revolve around the health facility’s catchment areas, the communities that they serve and through the coordination of the County Health Department and the State Ministry of Health. Once established, the project will work alongside Health Systems strengthening grant funded by the same donor. This position entails planning, support and management of the program so that activities and outputs remain on track and the program achieves its objectives of improving the coverage and access to hygiene and sanitation, and primary health services.
MAIN RESPONSIBILITIES:
• Coordinate with program, finance and administration staff to ensure operational systems are in place to support field activities;
• Work with the zonal programing team to develop and oversee the implementation of the project’s work plan, ensuring completion of project’s deliverables;
• Provide technical support on delivering the key elements of the Basic package of health and nutrition services;
• Ensure that the project systems and staff are working to achieve the project goals and objectives and that the project is maintaining World Vision and donor accountability standards;
• Ensuring appropriate structures, internal and external standards, staffing, resources and policies as well as all grant requirements are adhered to;
• Ensure that day-to-day administrative support for the program is in place;
• Ensure clear understanding of project assumptions by all partners to aim at effective and timely achievement of project goals, outcomes and outputs.;
• Develop the capacity the participating County and State Authorities to plan, monitor and coordinate service delivery
• Undertake pro-active on the job training and staff development. Train and Mentor project staff on effective project planning and management methodologies;
• Create an enabling environment for dialogue, information sharing, partnerships and, and cooperation between CBOs, Government structures and target communities when delivering project interventions
• Effectively represent WVSS operations and mission when accompanying visitors, e.g. donor and/or Government representatives, journalists and other delegations to project sites;
• Ensure accurate quality narrative and financial reports are submitted in a timely manner and according to donor requirements.
• Track the performance of the project activities and outputs against expected results and adjust implementation processes to ensure the project is progressing towards the intended outcomes
• Track program progress, projects’ expenditure against approved budgets, anticipate any deviations and recommend and take action on relevant and required adjustments.
• Ensure HIMS is implemented at all levels of Health Services delivery;

Qualifications: Education/Knowledge/Technical Skills and Experience.

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
• Diploma in Public Health, Clinical medicine or in health related discipline as a minimum. Medical degree with 3 years in management of health services will be considered as a surplus.
• Extensive relevant experience in supporting projects on Maternal, Newborn and Child health or in primary health care
• Extensive experience working and delivering results in fragile and conflict affected areas or worked in similar environment in South Sudan.
• Relevant professional experience in managing and implementing of similar related program in South Sudan (assessment, proposal development, report writing and evaluation, etc).
• Experience in reviewing financial reports and providing explanations on expenditure variance as necessary
