General characteristics:

  • The Policy officer is responsible for policy and advice on gender related developments relevant to South Sudan and maintaining and intensifying to the network of the Embassy, in close coordination with the Ambassador, the Head of Development Cooperation and the First Secretary Political Affairs, Rule of Law and Security and other team members.
  • The Policy officer is responsible for the support to the South Sudanese NAP 1325
  • The Policy officer is responsible for advice on the following themes: GBV and women’s empowerment in relation to the peace process, the R-ARCSS, the Embassy programs on Rule of Law and Security.
  • The Policy officer is responsible for the participation in gender specific (international) gender oriented platforms and JMEC and UNMISS
  • The policy officer is accountable to the First Secretary Political Affairs and Rue of Law for policy proposals, recommendations and the progress of projects.

Description of duties:

Monitoring and analyzing gender related developments in South Sudan, including the relationship between South Sudan and other countries in the region;

Assisting, advising and coordinating outreach activities of the Embassy – as well as incoming delegations to South Sudan - in establishing and maintaining relevant contacts with South Sudanese authorities, politicians, media, lawyers and other stakeholders;

Developing & maintaining, pro-actively, a wide and relevant network of gender related contacts in South Sudan, within and outside of government.

Providing timely and adequate answers to questions posed by colleagues on social and economic related issues and developments in the country in a pro-active way;

Reporting on meetings and policy issues including emerging issues of interest to the Netherlands;

Policy formulation on gender related issues, requiring independent interpretation and analysis of collected data, participation in meetings and preparation of well analyzed reports;

Advising management on new policies or ways of implementing policies including making recommendations on possible policy options and action;

Assist, organize, manage and oversee several projects in the field of gender and progress made;

Prepare the annual results report with the development cooperation team with regard to Women’s rights and Gender equality;

Contribute to the development of internal Embassy policy and strategy documents.

Result areas:

Timely and high quality analysis of developments in the field of gender equalilty and women’s rights;

The Ambassador, his/her deputy, First Secretary on Political Affairs & Rule of Law and other members (also incoming delegations) are pro-actively kept informed of relevant developments;

Network of gender and women’s rights related organizations and persons developed and maintained, good working relation with a variety of stakeholders;

Effective and visible role of representation of NL in relevant meetings and Donor Groups;

Well managed projects in line with Ministry regulations, with concise advise to management

Working environment:

You will be a member of the Netherlands Embassy in South Sudan, but also – in distance - a new colleague to the department of Africa at the Ministry of Foreign Affairs in The Hague. The country team for South Sudan is currently preparing its Multi Annual Strategic Country Plan for the period 2019 – 2022. Key areas are contribution to an inclusive peace process (bilaterally, and in related fora), governance areas including women participation and GBV, alleviating humanitarian needs and the necessity of access for humanitarian workers, intensifying efforts that support a shift from humanitarian work and stability to resilience, recovery and development (with Rule of Law, Water and Food security as key areas for NL interventions).

Information about the team:

The Embassy of the Kingdom of the Netherlands in Juba employs 17 personnel, half of them are on a local contract and the other half are expatriate staff.

The policy officer is working as part of the ‘political’ cluster for which overall responsibility lies with the Ambassador. The policy officer falls under direct responsibility of the First Secretary Political Affairs and Rule of Law.

Job requirements:

Master’s Degree or equivalent in a relevant field.

Minimum 7 years of professional experience in the field of development cooperation related to gender affairs and women’s rights, in the context of South Sudan and the region.

Clearly demonstrable affinity with gender and women’s rights, as well as with the Netherlands or knowledge of the Netherlands and its priorities in South Sudan.

A well developed network across all socio-economic layers of South Sudanese society, or the ability to acquire a relevant network in a relatively short time span;

Good understanding of development issues, international development cooperation as well as experience in program management including assessment of project proposals.

Excellent command of spoken and written English (and preferably Arabic, Juba Arabic), as well as communication / social skills.

Results orientation and ability to work in a team, flexibility and ability to plan and organize one’s work effectively

Short description of employee:

A dynamic, pro-active and communicative policy officer with strong analytical and writing skills, a can-do mentality combined with a flexible and operational approach to take on the range in tasks of the political and development cluster of the embassy. He/she has a strong network that can be used if necessary, and takes initiative. In the absence of the First Secretary Political Affairs/Rule of Law, the policy officer will take primary responsibility for the tasks of the first secretary in the field of governance, including input for political reports.
