About M & E Course
This is an outline of the basics of setting up and using a monitoring and evaluation system for a project or an organisation. It illuminates what monitoring and evaluation is, how to plan M&E activities, and how to design a system that helps you monitor and an evaluation process.

With a focus on health interventions, it looks at how to collect the information needed and analysing the information in a relatively straightforward way. Finally it raises, and attempts to address, some of the issues to do with feedback (taking action on the basis of findings).

Targets for this Course
This course is targeting professionals in the monitoring and evaluation sector area including M & E officers, M & E assistants, data collectors, field monitors, any NGO staff and employee, government civil servants, students in colleges or universities, proposal writers, programme managers, management and implementation staff, community volunteers, health promoters and other professionals.

Identify the basic purposes and scope of M&E
• Differentiate between monitoring functions and evaluation functions
• Describe the functions and main components of an M&E plan
• Identify and differentiate between conceptual frameworks, results frameworks, and logic models and describe how frameworks are used for M&E planning
• Identify criteria for the selection of indicators and describe how indicators are linked to frameworks
• Identify types of data sources and data analysis
• Describe how information can be used for decision-making

Topic 1. Introduction to M & E ( definitions, objectives of M & E, characteristics of M & E, principles of M & E, differences between monitoring and evaluation, result based monitoring, content based monitoring and methods of conducting M & E)

Topic 2. Conducting M & E (steps in conducting M & E, types of M & E, approaches to M & E, selection of an evaluation team, differences between internal and external monitoring/evaluation, components of monitoring and evaluation, indicators for monitoring, techniques of monitoring)

Topic 3. Evaluation (definitions, principles of evaluation, steps of conducting evaluation, types of evaluation, views about evaluation, areas of evaluation, criteria for evaluating development programs, evaluation focus, five evaluation designs and guidelines for evaluation of health programs)

Topic 4. Project Management Cycle (initiation, planning, execution, controlling and closing, nine project management cycle )

Topic 5. Evaluation Plan and Logical Framework Model (steps in developing M & E plans, content of M & E Plan, principles of M & E sytem, components of M & E system, M & E workplan, development of Logical Framework Analysis and models)

Topic 6. Indicators for M & E (definitions, characteristics of good indicators, M & E plan and matrix, types of indicators, methods of collecting data, logic models etc)

Topic 7. Data Collection and Analysis (methods of data collection, sources of data, analysis of qualitative and quantitative data, sources of errors and minimizing error techniques, steps in analyzing qualitative data etc)

Topic 8. Stakeholder Analysis (need for stakeholder analysis, definitions of stakeholders, types of stakeholders, stakeholder power and influence matrix, stakeholder management, stakeholder engagement/participation etc)

Topic 9. M & E Reporting (writing perfect M & E reports, templates for M & E reports, M & E reporting tools, knowledge management)

Topic 10: Practicum for 30 Hours (developing M & E plans, conducting Monitoring exercises, data collection instruments, data analysis using excel, stakeholder analysis, developing logical frameworks, field work in the community based organizations, report writing, training local organizations on M 7 E etc )
