POSITION DESCRIPTION

Summary:

The purpose of the Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) project is to ensure uninterrupted supplies of health commodities in support of United States Government (USG)-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:

• Global Commodity Procurement and Logistics
• Systems Strengthening Technical Assistance
• Global Collaboration to Improve Long-Term Availability of Health Commodities
As Technical Officer – Management Information Systems for the GHSC-PSM South Sudan Program, the employee is responsible for the following principle duties and responsibilities:
Principal Duties and Responsibilities

• Manage the design, development, testing and implementation of GHSC-PSM supported MIS solutions for the supply chain system in South Sudan
• Collect, analyze and document business requirements after agreement with client
• Write complex SQL queries, stored procedures, triggers, functions, views, PL/SQL etc. to implement business requirements
• Tune SQL queries for performance
• Prepare general and technical requirements for MIS solutions rollout, including reporting, technical, operational, security, performance, regulatory and training considerations.
• Develop and manage an implementation master plan that coordinates key partners for MIS solutions to address South Sudan’s health commodities supply system data needs.
• Identify MIS gaps for the health commodity supply system supported by the GHSC-PSM project.
• Develop messaging and positioning, demonstrations, presentations and other information dissemination tools in support of the MIS solution.
• Liaise with MIS solution hosting service provider to ensure that the MIS solution is optimally available, regularly backed up, there is data integrity and network security is well managed
• Develop an MIS systems improvement plan with specific focus on technology fit, scalability, user appropriateness, reporting, security, training requirements and cost.
• Manage the development of the supply chain dashboard, “What if” scenarios and/or other similar tools that will provide insights into the enhancement of health commodity procurement and stock management
• Coordinate with the rest of the LMU team to ensure the availability of data for supply chain management decision making
• Manage the development of technical manuals, guidelines, standard operating procedures, lessons learned and other project directed documentation for the MIS solution.
• Prepare requests for quotations (RFQs) and requests for proposals (RFPs) for project services and products related to MIS.
• Assess MIS project proposals as assigned to ensure technical compliance.
• Estimate the resources, participants and time needed to achieve project goals.
• Effectively apply the organization’s software development methodologies and enforce project standards.
• Performs other duties and responsibilities as required.

Qualifications
To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties.
• Bachelor’s degree in management information systems, Statistics or related sciences.
• Prior experience working with large data sets, create conceptual, logical and physical databases
• Prior experience with rolling out MIS projects especially health commodity supply chain required
• Prior experience with RDBMS preferred. Should have experience in developing complex queries, functions, triggers, views, indexes etc. using SQL, PL/SQL
• Direct experience with developing database systems and in MS SQL and MS Access is an advantage.
• Proficiency in database management toolsets such as TOAD is an added advantage
• Proficiency in working with Windows 2008 and 2012 Server, Microsoft Office suite, Windows 7 and 8 required.
• Above average proficiency in MS Excel (ability to create spreadsheets with complex formulas, pivot tables, etc.)
• Proficiency in MS Visio or similar diagramming and flowcharting tools
• Detail documentation of logical and physical database design
• Strong project management skills
• Experience in successfully coordinating and collaborating with multiple partners, to achieve expected results.
• Ability to take initiative and work effectively in teams.
• Ability to multi-task and perform well under pressure
• Excellent communication and inter-personal skills
• Proficiency in English required.

This long-term position is based in Juba, South Sudan. The position is for South Sudanese nationals only.
