HUMAN RESOURCE COORDINATOR
The Lutheran World Federation, World Service (LWF/ WS) is an international humanitarian and development organization with operations in South Sudan since 1998. With its country office based in Juba, currently LWF is implementing projects in former Jonglei, Upper Nile and Unity States, also with a national level project in Juba.
LWF South Sudan seeks to recruit a highly qualified and experienced candidate for the following position. The position is based in the country office in Juba.
Position: Human Resource Coordinator
Reports to: Country Representative
Duration of Contract: One year with possibility of renewal
Date of issue: 14th July, 2017

Duties and Responsibilities:
The Human Resource (HR) Coordinator will have overall responsibility for all human resource functions of the LWF South Sudan Country Program.
SPECIFIC RESPONSIBILITIES
• Manage the recruitment process for LWF South Sudan including identification of vacant positions, advertisement, facilitating short-listing of candidates, arranging interviews and other appropriate selection processes, obtaining written references (conducting background checks), and issuing offer letters to successful candidates
• Plan and coordinate induction for new staff
• Ensure all LWF positions have up-to-date job descriptions and every staff member has a copy of his/her job description
• Track probationary periods and remind supervisors of probationary evaluations before the completion of the period
• Maintain database of all employees of LWF South Sudan
• Maintain records of personnel, such as hires, promotions, rotations, and terminations and ensure all staff/personal files are complete with all required documentations
• Maintain record of training acquired by the staff
• Continually build the capacity of field based LWF HR staff in identified areas
• In consultation with the Country Representative, ensure appropriate updates to the LWF South Sudan organogram and contact lists, including those of sub-programs
• Consult with and advise employees and managers at different levels on staff-related policies and procedures
• Attend various external coordination meetings on matters related to human resources;
• Facilitate the preparation of monthly payroll in coordination with Finance
• Prepare and submit periodic reports to the Country Representative and other managers on human resources related issues
• Implement disciplinary actions and handling of employees grievances to maintain a healthy working environment.
• Receive, verify, process and maintain records of various staff requests (i.e. leave, advance, medical expenses reimbursement where appropriate, etc.)
• Ensure the Code of Conduct and the LWF South Sudan Staff Manual are clearly understood and adhered to by all staff and initiating appropriate processes in cases of breach
• Prepare appointment offer letters, employment contracts, letters of disciplinary actions, etc and issue them to concerned staff once signed
• Coordinate timely and regular implementation of LWF SS staff performance management system and encourage and provide guidance for the timely completion of the performance appraisal process in line with the organizational deadlines
• Actively contribute to efforts to revise or update the organization’s salary structure, job categorization, harmonization, review of staff policy manual as appropriate
• Develop and implement plans, including timetables, for contract reviews, renewals and terminations - and ensure timely notice to staff
• Coordinate internship programs, if any
• Manage staff separation processes including exit interviews, separation letters, clearance, ensuring policies and procedures as well as local labor laws have been followed
• Stay up to date with regards any legal and regulatory changes in South Sudan in relation to staff/labour matters and advise management to take appropriate timely action
Requirements:
Qualification and Experience
• First degree in Human Resource Management, Law, Business Administration or other related Social Sciences. A Master’s degree in Administration/Human Resources and or a professional HR certification will be an added advantage
• Minimum of 4 years post graduation hands-on experience in human resource management
• Sound knowledge of and experience with the labor laws of the Republic of South Sudan and ability to understand and interpret related provisions
Personal/professional Skills
• Proficiency in the use of Microsoft Office, including Word, Excel, PowerPoint, Outlook, and data base applications
• Fluent in written and spoken English
• Very strong and effective communication skills, with proven ability to negotiate and influence change
• Strong organizational skills as well as good judgment and vision
• Strong critical thinking and creative problem-solving skills
• Ability to work effectively under pressure
