World Vision is looking for a dynamic person to fill the position of Field Coordinator (Man or Woman) for its Juba POC 3 Project, based in Juba.

PURPOSE OF THE POSITION:

Based in Juba the Field Coordinator is a mid-level supervision role to ensure proper documentation and accountability of all receipt, warehousing, delivery and distribution of food commodities and Value Vouchers entrusted to WVSS by the Donors.
The Field Coordinator will work closely with other project staff from in ensuring that all activities are implemented as scheduled. The Position requires a strong background and experience person in food interventions and links the Distribution team with Voucher One.
He/ She should be a strong and committed Christian, able to communicate World Vision’s Christian ethos and demonstrate a quality of spiritual life that is an example to others.
MAIN RESPONSIBILITIES:

  1. Logistics & Planning

Work with Warehouse Supervisor and Counterparts in the planning of appropriate commodity movement from WFP to WV Secondary Warehouses and FDPs
Responsible to calculate monthly food requirements for the designated area / Counties / camps and prepare distribution plans and food delivery plans to be submitted to WFP as agreed. Closely follow up the implementation of these plans.
Work with Commodity Officer and Warehouse Personnel to ensure timely and correct delivery of commodities to the FDPs .
Where applicable, responsible to ensure availability of safe, suitable, storage capacity at district / county level and trucks for internal delivery of commodities from WFP to the FDPs.
Work with Commodity Officer to ensure timely procurement and availability of all equipment and materials necessary for successful implementation of a field activities.
Attend community meetings and actively represent WVSS in any Food Committees at your level.
2. Commodity Management
Visit all the EDPs and FDPs to ensure that all commodities arriving at any given point, warehouse, and/or distribution centers are properly accounted for. Sign and date each document verified by you as poof of verification.
Randomly Scrutinize waybills and Ledgers for commodities arriving at the warehouse to ensure correct entries. Check that losses are properly indicated and accounted for.
If the Commodity Officer is not there Constantly supervise warehouse operations to ensure that loading and off-loading of the commodities is properly undertaken and check for reconstitution process and relevant documentation of such activity.
Check that storage and stacking of commodities is properly undertaken in an organized manner, by commodity type and by shipment number. Conduct quick physical inventory and compare with the stack card and the ledger book. Again sign and date each document as proof of verification.
Check that warehouse inspection has been done periodically as required by the commodities manual and relevant forms completed. Check out for infestation of commodities and take immediate corrective action to stop further loss of commodities.
Work with the commodity officer and follow the correct procedures as required by the manual for disposal of all commodities unfit for human consumption.
3. Beneficiaries Identification, Selection and Registration
Work with the Commodity Officer, WFP, counterparts and the community to improve targeting efficiency.
Using the approved beneficiary selection criteria, organize and supervise registration and verification process.
Ensure that the most needy / vulnerable members of the community are properly targeted and protected. At all times ensure that the registers include more women beneficiaries.
Ensure the registration process is well planned and documented.
4. Commodity Accounting

Work with your food monitors and CTS staff to review distribution plans. Ensure that warehouse supervisors under your supervision strictly follow the allocation plans and distribution plans while loading food and Value Vouchers out to FDPs.
Work with the Field Monitors to ensure that proper procedures for food and Voucher distributions are followed according to the approved ration scale and total Value of Voucher norm where applicable.
WV Commodity accounting standards must be followed for all quantities of commodities received and distributed. This must be strictly followed for food and NFI.

  1. Voucher Project Implementation

Work with CARO to ensure that all vouchers have been counted and verified
Supervise the distribution of vouchers to the beneficiaries making sure that all accountabilty systems are in place.
Coordinate with the CARO in redeeming and receipting fo vouchers from the traders Supervise monitoring of all contracted shops.

  1. Reporting

Prepare field and distribution reports and must be ready by their due dates.
Make sure the field monitors understand and abide by this important requirement. Field reports including: BSS, DCVR, Form 3, Truck Inspection, Loss Report CSR, LSR, Distribution Center Visit Reports, Warehouse Inspection Reports and Truck inspection Reports must be received at the head office on regular basis as mentioned by 1st.

N.B : This position is open to Nationals South Sudanese Only
N.B : The Incumbent of this position will not be a Relocatable Staff

• KNOWLEDGE, SKILLS, ABILITIES AND EXPERIENCE REQUIRED

This position requires a mature candidate, a self-starter, with dedication and ability to work with less or no supervision. Must demonstrate willingness to learn and work with others as a team.
Should have a minimum of a Diploma or equivalent in Social Science, Social Development, Food Security & Livelihood or other related fields.
Candidates should also have at least 2 years’ experience especially in food and Voucher or other related field preferably in community mobilization, commodity programming, management and logistics.
Ability to perform field assignments and willingness to travel for long periods of time in difficult terrain, harsh and demanding conditions. Candidates should also be willing to live and work in very difficult and security-risk areas.
Candidate must be culturally sensitive and able to cope with tension, and take impartial neutral decisions as necessary.
More than one year practical experience in implementation Food and Value Voucher projects
Proven experience of working with rural communities and participatory planning
Good understanding of the fragile context
Good understanding of community mobilization and participatory methods
Mature and confident to deal with state/county authorities, communities and community leaders
Displays cultural, gender, religion, race, nationality and age sensitivity
Able to build strong relationships and partnerships with relevant agencies at state/county levels
