JOB ANNOUNCEMENT

World Vision South Sudan is looking for dynamic person to fill the position of Food Monitor (Man or Woman) for its JUBA POC3 Project, based in Juba.

Purpose:

To ensure proper documentation upon receipt, warehousing, and delivery of all relief food and non-food commodities, entrusted to the care of WV, through timely reports to donors.

MAIN RESPONSIBILITIES:
A. Commodity Management:

  1. Ensure that all commodities, entrusted to World Vision, arriving at any given point, i.e. port, counties, districts, localities, and at distribution centers are properly accounted for.
  2. Ensure that proper distribution plans are prepared and approved by the mandatory official, sufficiently in advance to enhance efficient field operations.
  3. Ensure that proper and adequate logistical arrangements are made in conjunction with the distribution plans.
  4. Scrutinize waybills for commodities arriving at the destinations, for correctness of contents and quantities; immediately record all quantities short delivered, quantities lost in transit and damages, if any. Also ensure that proper documentation of such observations are made and recorded immediately.
  5. Ensure that and storage of commodities is properly undertaken, and that commodities are stored in an organized manner (by commodity) that facilitates a proper physical count.
  6. In the case of receipt of loose/ slack/ damaged units, undertake immediate repacking of such commodities, in order to prevent any further loss. Ensure proper documentation of such activity in the prescribed format.
  7. Arrange for disposal of all commodities unfit for human consumption upon receipt of the necessary authorization. Ensure proper documentation of such activity in the prescribed form.

B. Beneficiary identification, selection and registration

• Work with the field coordinator, donors, counterparts and the community to improve targeting efficiency.
• Using the approved beneficiary selection criteria, organize and participate in the registration and verification process. Take active role in the registration and verification of beneficiaries to ensure that the process is fair.
• Ensure that the most needy/ vulnerable members of the community are properly targeted and protected. At all times ensure that the registers include more women beneficiaries.
• Ensure that the registration process is well planned and documented.

C. Commodity Accounting:

  1. Ensure that all documentation and records pertaining to the beneficiary registration are updated periodically, with relevant information on the distribution that has been occurred.
  2. Ensure that all food and non-food distributions are conducted at the specified distribution centers, and that beneficiaries are informed of the ration plan and the quantities to be distributed according to family size.
  3. Ensure that proper procedures for food distribution are followed. Ensure that the distribution center is properly organized and secured with ropes and crowd control and measures are put in place to ensure smooth distribution and flow of beneficiaries.
  4. Ensure that all food distributions are conducted utilizing the WV Ration Card and Beneficiary ID card system. Beneficiaries must sign or thumb-print against their names on the beneficiary lists as proof that they receive their food rations.
  5. At the end of each distribution, conduct a physical count and reconcile commodity balances, if any viz., excesses/shortages, etc. supervise loading of food that is left over after distributions. Ensure that a waybill is prepared for food to be returned to the warehouse.
  6. Conduct a proper accounting of commodities received and distributed at each center, in the relevant formats. Ensure that all such records are filed in an orderly manner.

D. Reporting:

  1. At the end of each commodity distribution, prepare relevant reports for submission to the office.
  2. Ensure that Field Visit Reports, Warehouse Inspection Reports, and Truck Inspection Reports are prepared and sent to the office on a regular basis.
  3. Reports on security matters or any other developments should be reported immediately, providing the following information;
    a) A brief narrative of the incident or situation
    b) Date(s) of the incident or situation;
    c) Location(s) affected;
    d) In the case of refugees or returnees, indicate their condition, the locations from where they seem to be arriving and the estimated number of arrivals per day;
    e) A brief assessment of immediate needs – food , water, health care, shelter materials, clothing and any other appropriate needs;
    f) Indicate if there is any other information which may be relevant to the situation.
  4. Ensure timely submission of the Employee Expense Report (EER), within 3 days of completion of each assignment to the finance section or relevant authority. This will facilitate prompt settlement of travel advances (where travel advances have been provided to the employee), or reimbursement of expenses.
  5. Conduct a physical count of commodities at the end of each calendar month, and submit such documentation to the necessary authority.
    SECONDARY RESPONSIBILITIES:
  6. Co-ordinate and liaise with local authorities on the ground, i.e.: relevant government bodies (where applicable), officials from WFP/UNHCR/UN agencies, and other NGO’s. Provide the above mentioned organization(s) with information pertinent to any exercise being planned, such as beneficiary registration, commodity distribution, distribution plan etc.
  7. Identify and recommend other needs in the area such as Health Care, additional food needs (School Feeding, Targeted Feeding, etc.), Development Activities, such as Food-For-Work, Food-for-Agriculture, or any other rehabilitation and/or development activity with community participation. Provide a detailed report to headquarters.
  8. Assist the Field Coordinator in all areas of community management, which include a periodical review of the food security situation and of food availability in the area.
  9. Perform any other duties that may be assigned by management from time to time.
  10. Attend and participate in daily/ weekly chapel and devotional meetings.

Key Qualifications and Competencies

  1. Prospective candidates should have basic schooling up to high school level. Candidates with higher qualifications are preferable.
  2. At least two years’ experience in a related field, preferably in commodity programming and/or logistics. However candidates with good accounting background will also be considered.
  3. Ability to perform field assignments and a willingness to travel for long periods of time in difficult terrain, enduring harsh and demanding environments and circumstances. Candidates should also be willing to live and work in very difficult and potentially high security-risk areas.
  4. Good command of oral and written English, or the official language of the host country. Computer literacy would be an added qualification.
  5. Ability to communicate and build relationships with local partners, government officials, UN and other bodies, and to work in co-operation with other members of the team.

N.B: This position is open to National South Sudaneses only.

N. B: This Incumbent of this position will not be a relocatable staff.
